Democracy in Action!


The CALIFORNIA Democracy ACT... end the budget gridlock and state raids of local revenue by making a minor change to the CA Constitution which would require that ALL budget related actions be determined by a majority vote.  by Tom Kersten
"All legislative actions on budget and revenue must be determined by a majority vote." These fourteen words can end the budget gridlock in Sacramento and stop the annual cuts to critical services, education and social programs.

 

The California Democracy Act is an initiative intended for the November ballot. It changes only two words in the California Constitution - "two thirds" becomes "a majority." That simple change will restore sanity and common sense to our budget process and priorities and would end minority rule.

 

We must obtain over a million signatures on our petitions in order to be on the ballot. More information is available at www.californiansfordemocracy.com. Links for volunteering are at www.CA4democracy.com. Our active and enthusiastic group is looking for more help. We hope to hear from you.

 

Endorsements: League of Woman Voters?

If in your signature gathering someone asks you if the LWV has endorsed the initiative, you can say the following: 

"The league has long supported the idea of eliminating the excessive 2/3 vote, but because of policy reasons they don't endorse intiatives not put forward by groups other than the legislature until they are on the ballot. Once the CDA is on the ballot we plan to go for their endorsement."

INSTRUCTIONS:

1. Go to http://www.CA4democracy.com to register as a circulator. This will add you to the County campaign database to notify you about the latest updates. (Registering is not a state legal requirement to gather signitures unless you are getting paid).

2. Obtain blank petitions from me or another coordinator. Best to obtain "originals" - possible to photocopy, but extreme caution necessary to ensure proper font size and that top of page margin is at least ONE INCH, and that the copy on the page has not changed in size. Hold a test photocopy against an authorized copy up to the light.

3. Review Petition Process Critical Issues:

a. All four signatures on each form MUST be from same county. You must print the county in the blank space for that purpose near top of petition. You can collect sigs from signers from any CA county, but sigs need to be on petition labeled/reserved for that county.

b. You must certify each petition once completed with 4 sigs. Fill out carefully the bottom portion of form and sign.

c. When folks are ready to sign your petition, confirm which county and caution them to print name as registered and carefully.

d. Have a 1/2 page flyer to give to those who "want to think about helping" or have those who are ready fill out the sign up form.

e. If a person signs and sig is invalid for any reason, just cross that one entry out - rest of sigs will then be OK.

f. Certify and return completed petitions weekly, to your local coordinator or mail to: Eloise Hamann, 7065 Inclined PlaceDublin, Ca 94568

g. Do NOT give blank petitions to friends to use/collect sigs UNTIL you arrange for them to be registered and trained as you have been (see above). Each circulator must witness all signers for her/his petitions. Congratulations if you accomplish this, as you've now become a Petition Circulator Recruiter!
